Please keep in mind that only the Budget owner can unlock the Budget. To unlock the Budget, please follow the below instruction.
1. Click Lists.
2. Select Budget.
3. Hover your mouse on the Budget name that you wish to unlock.
4. Click the gear icon on the right.
5. Select Unlock.
